《战争机器》以一种幽默的手法讽刺那些站在道德高点上夸夸其谈的人，主角扮演的美国前任驻阿富汗美军最高指挥官斯坦利·麦克里斯特尔就是这样的人，演员用其刻意压低的沙哑声音，以及僵硬的身体形态来讽刺麦克里斯特尔上将的荒谬与愚蠢，影片要传达的也是这种自大的军人，为了争夺权力与金钱，使战争成为了为他们实现个人野心的机器
影片主要讲述格伦将军被派往阿富汗收拾残局，而格伦希望通过发动大规模的军事行动来铲除塔利班残余势力，但这一愿景被奥巴马的幕僚们驳回，于是格伦放出之前奥巴马和他的通话录音，电话里面奥巴马根本不在意阿富汗战场，迫于压力奥巴马同意给格伦派兵，但在行动中误伤了平民，落下口实的格伦最终被奥巴马召回并撤掉其职位。
