这部电影主要讲述了一位青年消防员雏鹰苏港和一位热爱冲浪的女生向水日菜子的爱情悲惨故事。因为上大学而全家搬到海边城市的冲浪爱好者向水日菜子虽然在海浪之上自信勇敢，但是他对自己的未来没有丝毫的信心，在一次火灾之中，向水日菜子邂逅了消防员雏鹰苏港，两人看似命中注定，之后意外却突然发生，雏鹰苏港因海滩殒命，两人惨遭生死别离，不能够接受雏鹰苏港已经离开的事实的向水日菜子突然在某天发现了只要他在水边唱起属于他们两个人的那首歌，雏鹰苏港就会从水中出现，向水日菜子便经常以在水边唱歌的方式与雏鹰苏港相见。
